Summary of Qualifications
Frank Myers is the Executive Vice President and Chief Operating Officer of McClellan Business Park and Stanford Ranch I, LLC and is responsible for financing, financial reporting, management and controls. In addition to coordinating the various financing requirements of the Stanford Ranch and McClellan Park projects, Mr. Myers oversees administrative functions, tax and reporting compliance, human resources and IT functions. He also has significant experience underwriting real estate development projects and structuring partnerships and debt facilities.
Over the last ten years, Mr. Myers has arranged financing of over $1 Billion for the two companies and has formed multiple Mello-Roos districts. During his tenure with the companies he has been responsible for various projects, including:
Underwriting and due diligence of McClellan Park
Development of the public financing plan component of the McClellan Base Reuse Plan.
Assisted with preparation of the Final Reuse Plan for McClellan Park
Assisted with the conversion of McClellan Airfield from military to public use
Implementation of the first Mello-Roos acquisition bond district on a closed military base.
He led the financing efforts, which included originating and closing a working line of credit and several project loans at the Park.
Assisted in applying for and procuring federal, state and local grants totaling over $100 Million.
Mr. Myers processed the annexation of McClellan Park to the Sacramento Foreign Trade Zone.
Mr. Myers originated EB-5 financing of $138 Million, using funds to repay bridge financing and recapitalize the partnership structure for McClellan Park.
Arranged $20 Million of Tax Increment Financing
Formed the Sacramento Regional Community Development Corporation and applied for receipt of a 2013 allocation of New Market Tax Credits for use in the greater Sacramento MSA.
As Chief Financial Officer of McClellan Business Park, Mr. Myers has arranged companywide financing, and various project specific financing.
